This is the infamous Ubuntu server timeout problem. Ubuntu servers
sometimes timeout. Ubuntu doesn't have the money to pay for a server
farm large enough to handle the typical loads.

The easiest solution is to change the system settings in your package
manager for "repositories" to use one of the many non-Ubuntu mirror
servers. Exactly how to do that depends on which package manager you are
using.  Check your documentation if necessary.
