I've had a look at this, and have determined the following:

* This happens regardless of whether or not Firefox is in fullscreen mode
* This only seems to be affecting the Firefox sidebar. Opening a second Firefox 
window and dragging a bookmark onto it from the first window successfully 
opened it in the second.
* Bookmarks can be managed using drag 'n' drop, as long as your are only 
attempting to drag it into an existing folder. Dragging to the blank space 
below the folders will fail.
* Dragging the bookmark to another application, such as Nautilus, succeeds in 
placing a link there.
* I'm unable to verify in Unity 2D as there seems to be a problem with that on 
my system.

Are we sure this isn't a problem with Firefox's sidebar?
