Looking at the payments that were created, it seems like sca is creating
a payment under some circumstances without an openid attached.

Confirmed in sca's logs that we've seen 182 instances of this issue over
the last 90 days. A good log should look like:

2012-04-20 03:13:24,613 - sca.models - INFO - subscription (id: 129637)
by https://login.ubuntu.com/+id/abcdefgh for Steel Storm: Burning
Retribution ($4.99): New -> PaymentInitiated:

A bad log looks like:
2012-04-20 03:00:52,875 - sca.models - INFO - subscription (id: 129634) by for
Oil Rush ($19.95): New -> PaymentInitiated:

note the missing openid. Checking for "by " (that's by with two spaces) I get
this over the past few days:
...
20120408: 11 occurrences
20120409: 6 occurrences
20120410: 1 occurrences
20120411: 9 occurrences
20120412: 8 occurrences
20120413: 2 occurrences
20120414: 2 occurrences
20120415: 2 occurrences
20120416: 0 occurrences
20120417: 0 occurrences
20120418: 1 occurrences
20120419: 7 occurrences
20120420: 5 occurrences
20120421: 0 occurrences
20120422: 0 occurrences

Bumping to High on software-center-agent as this is something that's
affecting a few users every day.
