You might classify the issue into two parts.

Cosmetic problem:
What happens when I try to change the layout, say to the second from the top 
layout is that the global menu icon will go from showing "en" to "en2", the 3rd 
from the top to "en3", etc, all the way to  4 (which apparently is the limit).  

In practice:
Although the global menu icon may show some layout other than the top one is 
chosen (ie., "en2"), the top layout always takes predominance in practice 
(typing). So I effectively can't change the layout. There is one exception, 
selecting a different layout from lightdm works and holds into the desktop 
session. I just can't effectuate a layout change once already logged into a 
desktop session.
