The installer just uses <country code>.archive.ubuntu.com for all
countries; there is no exception mechanism and I don't intend to add
one.  The best way to get this fixed is to take it up with Canonical's
DNS admins, who can modify ee.archive.ubuntu.com's DNS entries much more
easily and flexibly than I can make installer changes.  Unfortunately I
can't find anywhere that I can reassign this bug to, but you could take
it up with them on #ubuntu-mirrors on irc.freenode.net.
