The problem seems to come and go. I have not seen it again since I filed the bug. Maybe it was fixed by a recent update. When it has failed previously, the steps that lead to the problem are:
1. Install updates from update-manager. 2. Click the restart button when prompted by update-manager 3. Enter password when prompted. At this point, instead of restarting, I am returned to the login screen. If I try to restart from the login screen, nothing happens. Normally there are multiple users logged in to this machine but that may not be required for it to happen. It may reproduce on a fresh boot but since I usually only restart when prompted by update-manager, I haven't encountered that situation.
