This issue has just tripped up one of our users too. Clicking 'cancel'
to the 'system policy prevents modification of network serrings for all
users' message appears to allow configurastion for an individual user,
however, this is not at all obvious and I think most users will not
realise that this is going on when 'all' they want to do is get an
internet connection.

Would it be possible to add either additional text in the popup dialog
box explaining that the user can 'click cancel to setup without
administrative rights', since that is what they care about in this case.
Possibly a tooltip explaining things to the technical user.
