Thank you for your bug report, that's in fact a design decision not a
bug, setting "wontfix"

Taking the email example:
- you open your email client and start writing an email
- while writing it you open a web browser you copy infos from for your email
- you focus the browse to do a text copy
- you want to go back to your email and such click on the tb launcher icon

there are 3 possible behaviour then:
- the previously used dialog gets focussed (i.e your composer)
- both tb dialogs get focus
- you get the spread effect

if you alternate between 2 softwares wanting to keep them both visible
the current solution (1) is the best one, the second one would means
every time the tb main ui would cover your browser, the third one would
mean an extra action every time...
