These clues could help.
The presence of the 'manifest' file without '.gpg' extension seemed odd.
I tried to:
* rename it to 'duplicity-full.20120301T071617Z.manifest.txt' . The assertion
became :
AssertionError: ('duplicity-full.20120301T071617Z.manifest.gpg',
'duplicity-full.20120301T071617Z.manifest.txt')
* move it to another location
The backup worked!
