+ 5. note the dash does not close anymore by clicking its border

Currently clicking on the desktop dash border closes the Dash, this is
incorrect.
Desired behaviour:
- Clicking on the desktop dash border should do nothing. The dash should
remain open.
** Also affects: unity (Ubuntu Precise)
