Well, since this was originally against the gnome2 panel indicators, and
much has changed in 2 years, with the focus on unity, I'm not sure if
this bug still makes sense.

The core issue, that even in unity, having the gear/system-settings icon
in the corner, which is rarely used, makes little sense the upper right
corner of the screen. I'd suggest as fits-law makes it a very easy and
useful target for actions that don't require fine-mousing, something
more frequently used (like volume control, which can be scroll-wheeled
up or down without looking) would be more beneficial.

That said, I suspect the current top-down design direction that unity
(and other gnome interfaces) have makes it unlikely that such a
suggestion would be considered.
