I'm rejecting this bug, as it's marked wontfix in Debian, with the a
note that smarty shouldn't modify php.ini directly, as it is a conffile.
It may be possible to do something with /etc/php5/conf.d/: please reopen
the bug if a solution along those lines is prepared. Please note that
using "require("smarty/Smarty.class.php");" in your code should
accomplish the goal.
