Public bug reported:

Step to reproduce:
-open terminator
-Split horizontally once (ctrl+shift+o)
-Split vertically on time on each part. You know have 4 different terminals
-Save the layout on 'default'.
-When you restart the terminal, it is splitted, but the first window is
maximized, hence hiding the other 3. window_state is set to normal.

I noticed that after opening terminator for the first time after
upgrading to 12.04. I didn't change my conf since.
