I seem to identify the cause of the issue. As of Precise global
shortcuts began to depend on current layout, which is wrong.

Say, I assign the global shortcut Ctrl+Alt+Shift+D to run an
application. But if I have Russian layout selected in the current
application, the system translates it into Ctrl+Alt+Shift+"Cyrillic ve"
and ignores it.

Global shortcuts depending on current keyboard layout in the application
is a sort of nonsense, I suppose.
