Well, in my case is not quite the same bug:
1) I modified /etc/X11/xorg.conf such as:
Section "InputClass"
Identifier "Keyboard Defaults"
MatchIsKeyboard "yes"
Option "XkbLayout" "fr"
Option "XkbVariant" ""
EndSection
2) now, everything is OK *if I use lightdm* as a manager; for kdm and
gdm the login window is still in US keymap, but (for gdm, I didn't try
it for kdm) once logged the keymap is French.
** Description changed:
On a new install of 12.04, I have a correct French keyboard in console, but a
bad US keymap in Xorg!
- Myabe because during the install I choose the Ebglish as the default language?
