Had the same problem. Here's a trick (in Precise): 
Go to "System Settings", then "Appearance", and finally "Behavior". The 
"Auto-Hide the Launcher" option is probably off (if not, just switch it off); 
if so, switch it on again. Adjust the "Reveal Sensitivity" accordingly. 

Usually, I put it on "High", even though it isn't "High enough" for me.
Still, it only seems to reveal when you ram the cursor to the side with
sufficient speed, and not of you're just wondering about. XD That's
probably a fix for the annoyed users ranting about Unity's interference
with clicking on tools at the left of a program.

I prefer my launcher to be "just there" (even on netbooks, because it
saves a lot of pain), but occasionally the launcher simply "disappears"
for a few minutes (incapable of returning even by pressing the "Super
Key"), and returns after those minutes. I dunno why...

Unity2D is still quite buggy. :/
