Please sync libgpg-error 1.10-3 (main) from Debian unstable (main)
Explanation of the Ubuntu delta and why it can be dropped:
* Sync with Debian testing.
* Drop the .la file from the -dev package; it's unused, and we don't want
anyone to pick up more dependencies on it.
Delta can be dropped, as Debian Maintainer has dropped .la file in
