Well, if this workaround works, it means it's not an issue in Ubuntu
(and certainly not in rfkill), but something to do with how the device
is initialized; in the BIOS.
You may wish to consider upgrading your BIOS to the latest available
from Lenovo, if there is an update.
Since this is not a bug in Ubuntu (things work if it's not the first
boot device), I'm closing this as Invalid: there's just nothing we can
do about it in this case.
