Ivan, this should be fixed in Ubuntu 12.04. Can you add the following to
/etc/apparmor.d/usr.bin.skype:
/usr/lib/*-linux-gnu*/pango/** mr,
and then perform:
sudo apparmor_parser -r /etc/apparmor.d/usr.bin.skype
and report back if this fixes the issue for you?
