This seems to happen to me once in a while when I first boot up Ubuntu
12.04. In the toolbar, the networking dropdown does not show the VPN
sub-menu. Then, if I disable and renable networking, the sub-menu
reappears and I am able to connect with VPNs after this. This has only
happened to me twice so far, though I am not often connecting to VPNs,
so it could have been happening without me noticing.
