The apport information shows the following kernel commandline:

Did you forget to readd the 'splash' option? That may explain why it's
consistent. It also means that if there are any kernel errors related
to trying to load the splash screen, they won't be shown in the
attachments.
I do see this in the attached dmesg:

[ 207.840664] [drm] nouveau 0000:03:00.0: cal_space: -16
But I'm assuming your machine doesn't actually take 200 seconds to boot?
