You MUST have the PostgreSQL database server running while upgrading
FusionForge:

.../gforge-db-postgresql_5.1.1-2_all.deb) ...
.1_9.1.3-2_i386.deb) ...
No database found online on port 5432
Couldn't initialize or upgrade gforge database.
Please see postgresql documentation
and run dpkg-reconfigure -plow gforge-db-postgresql
once the problem is solved
exiting without error, but gforge db will not work
right now
