I took a working ubuntu precise desktop VM, installed openssh-server, noted its ip address, shut it down, removed the <graphics> tag (with 'virsh edit vm'), and started it back up. After a few seconds I was able to ssh into the VM.
So I don't think there is a bug in libvirt or qemu-kvm here. Could there be something else that changed when the vm booted for you?
