Public bug reported:

Huawei Mobile Broadband Modem E173 (inside it says E173s-6) does was
working fine on Oneiric (11.10) until I upgraded it to Pangolin (12.04).

Then it cannot be detected by the file manager anymore. All other USB
devices (cameras, cell phones, etc.) work fine.

What I noticed is that when connecting to the USB port, lsusb says
initially:

$lsub
Bus 001 Device 018: ID 12d1:1c0b Huawei Technologies Co., Ltd. E173s 3G
broadband stick (modem off)

After a few seconds,

$lsub
Bus 001 Device 019: ID 12d1:1c05 Huawei Technologies Co., Ltd. E173s 3G
broadband stick (modem on)
