Thanks for your report. Can you please restart the xscreensaver daemon and get 
a verbose log:
 xscreensaver-command -exit
 xscreensaver -verbose -log /tmp/xscreensaver.log

Then let it run long enough for the power saving settings to take
effect. Attach the log file here.

Is there any reason you are using vbetool at all, instead of just xset?
