Public bug reported:

The title bar (window's name; minimize, max, close buttons) is still
rendered correctly, but becomes unusable. A mouse click "on" it appears
to go through it to the object underneath it (Desktop, another window's
contents, etc).

The first occurrence was in the "System Settings" window, after I hit
the "close" button. This occurrence was during standard file browsing,
I'm unsure what I did to invoke the ghost ability.
