Public bug reported:

Steps to reproduce:
1) Create new user.
2) Log in as that user to a Unity session.
3) Log out.
4) Log in as the same user to a Unity-2D session.

I see a pointer on a background with no panel or notification area.

Right-click brings up the expected menu.

Ctrl-Alt-<arrow> seems to be switching between (empty) workspaces: the
UI responds at least.

Attached is the .xsession-errors, which shows that unity-2d-panel has
crashed repeatedly.

** Affects: unity-2d (Ubuntu)
     Importance: Undecided
         Status: New
