This bug affects me on an Acer Aspire One HAPPY2. It also affects other recent Acer Aspire One netbook models. Max brightness is rather dim. It can be made BRIGHTER by increasing brightness during the startup (otherwise, it is extremely dim once power management has dimmed it) and disabling auto-dim in power management (since you can never really get it very bright again) but the only way to get the maximum brightness is from the terminal command documented above.
