I'm almost positive this is not a tracker / network problem. I'm using the transmission-daemon package, it was working on 11.10 and had been for practically years, after upgrading to 12.04 it stopped working, same settings. I tried a fresh install of 12.04 and it still doesn't work.
Tracker is reachable via ping. Port is open in both browser portscan and is listed as open from transmission interface, shows up in openwrt list of UPnP redirects. Using transmission 2.51 from OS X on the same network using the same UPnP forwarding there are no issues.
