Okay, turns out this has nothing to do with my router. It was my
install! Sorry, I wish I'd figured this out sooner.

I thought this was the router because I saw it on two computers. On the
netbook it was, indeed, that ufw was enabled. Disabled it and the
software worked.

On the desktop computer, that _wasn't_ the problem. Eventually, I purged
a whole lot of i386 packages (it's a 64-bit install), and after that
upnp-router-control started to see my router. I'm not sure which one did
the trick: I just removed ia32-libs and its dependencies. I tried adding
them back to see when it would break, and I haven't broken it again yet.
It could be that removing old configuration did the trick. I'll leave a
note if I find out how to cause the problem, but for now I'll mark this
bug report as invalid.
