I had the same issue, can be fixed by creating the following file:
sudo gedit /etc/apt/apt.conf.d/99iso
With the contents:
Acquire::cdrom::AutoDetect "false";
Acquire::cdrom::mount "/mnt";
APT::CDROM::NoMount "true";
Now apt-cdrom with the above parameters works.
