Public bug reported:

Microphone (internal) works generally, but when I awaken the laptop from
hibernation, or start it or reboot it, while it is on battery power, the
mic picks up nothing.

Additionally, pavucontrol levels act wonky - microphone levels 'jitter'
for a few moments without respect to actual ambient noise, and then
freeze in place. This sometimes seems to kill the mic as well.
