All these steps seemed to go well. I have started the upgrade and it has progressed past the setting new software channels point which it hasn't in the past.
Seems to have fixed it. I will post again when the upgrade is complete. Is it worth getting this looked at so that the error message is a little more helpful or at least points out the packages that it is having trouble with? It seems that there have been quite a lot of people that have come up against this.
