This is definitely not a bug in the plymouth-theme-ubuntu-text package:
$ dpkg -S /lib/plymouth/themes/ubuntu-text
plymouth-theme-ubuntu-text: /lib/plymouth/themes/ubuntu-text
$
The directory listed as missing in the maintainer script is shipped by
the package. So something else must have happened to this directory on
your syste.m
