I have replicated this bug, but in the opposite direction. I set up this
system with Programmer's Dvorak. If I switch to QWERTY, I have to use
Ctrl-Alt-K to open a terminal, even though the "K" key really is a K,
and the "T" key really is T. So if someone else uses this system with
QWERTY, the keyboard shortcuts seem to be all in the wrong places for no
reason.

I wasn't sure if this was a Unity problem at first, but it turns out
that the Super-S shortcut does this as well (and Super-S is definitely
listed as a Unity shortcut). Furthermore, Super-S, unlike the terminal
hotkey, can't be remapped, so QWERTY users would be stuck with Super-;
as the shortcut on my system (but it's not like, in my case, there
actually are QWERTY users that care).
