** Description changed:

- After upgrade to Ubuntu 12.04 Precise some keyboard shortcuts assigned
- via System Settings -> Keyboard fail to work without any sensible
- reason. This applies to both standard (like Volume Up/Down) and custom
- shortcuts.
+ After upgrade to Ubuntu 12.04 Precise global shortcuts began to depend
+ on current layout, which is not how it's supposed to be.

- I have a lot of custom shortcuts for starting applications, like
- Ctrl+Alt+Shift+<Letter>, half of them does work, half of them doesn't.
- Which ones exactly—changes after every logon or reassigning shortcuts in
- the Keyboard.
+ Say, I assign the global shortcut Ctrl+Alt+Shift+D to run an
+ application. But if I have Russian layout selected in the current
+ application, the system translates it into Ctrl+Alt+Shift+"Cyrillic ve"
+ and ignores it. The same goes for assigning shortcuts in GNOME Control
+ Center, the shortcut is read in the current layout.
+
+ *Global* shortcuts should not depend on current keyboard layout in the
+ application.
