Public bug reported:

How to reproduce the bug:
1. Run sudo apt-get update.
After command is completed there are no notifications about updates available 
appears.

2. Run Muon - Configure Muon Manager.
3. Push "Defaults" button and then "OK".
After that notification icon appears in tray. But next time when updates are 
available I must repeat steps 2 and 3 to get an notification.
