Thank you for taking the time to report bugs and trying to make Ubuntu
better.

The workaround you are applying is an ugly work around that leaves
powernap unusable, in case you are using it.

However, the issue of this might be caused because the script that
offlines CPU's has executable flag, and the current running kernel has
issues when offlining CPU's when it previously didn't.

Check in /etc/pm/power.d/01cpu_online does not have executable bit, and
if it does, then just remove it. That should stop offlining CPus and you
should not see this issue anymore.
