Debian #422077 seems to match this problem. There is a patch included in xorg-server 2:1.3.0.0.dfsg-5 which reportedly fixes this. This will be picked up when we next sync xorg-server (hopefully soon).
Meantime, they also report that as a workaround, you can unmount /sys before starting X.
