I reported a bug on the KDE bug tracker (see:
https://bugs.kde.org/show_bug.cgi?id=299685) and got a response from
developer Martin Gräßlin.
His conclusion was that kwin was compiled (in error) against OpenGL ES
but that is not supported by fglrx (my driver), resulting in the bug I
reported. He suggested I forward this report to the Kubuntu devs.
Also, I tried to uninstall the packages libkwinactiveglesutils1 and
libkwinglesutils1, but that did not help and only succeeded in also
removing the metapackages kde-workspace-dev and kdebase-workspace-dev.
