Same here; After upgrading to 12.04, the external USB keyboard has a US layout until I press a key on the laptop keyboard. It (often) reverts back to US layout when I enter or leave a Citrix client or Remmona remote desktop session, and I have to press a key on the laptop keyboard again. My layout is Norwegian (like the original reporter's).
