Can you please confirm that you are running ubuntu one as an executable in windows . As in did you download a .exe file to install it? Can you please try to reinstall the ubuntu one software and try again, from the description it does not sound like a ubuntu bug but rather a bug with ubuntu one syncing software or a problem with windows 7.
