This bug effects me with 12.04 fresh install on a ThinkPad T420s.
Comment #46 works around the issue nicely (Fn-F8 toggles touchpad on and
off properly) until the next reboot:
sudo xinput set-int-prop 11 "Synaptics Off" 8 0
