I was able to fix this bug and get it to properly update to 1.25.0.
What I did below:
1. Make sure the /etc/zm.conf is the latest version. During the ubuntu
12.04 dist upgrade I chose to keep my old conf and it screwed things up.
Check for zm.conf.dpkg-dist file and use that one (change the database
info).
2. I was getting an error that a "Logs" table didn't exist in the zm
database. So I created it manually with the proper fields. That got me
past that error.
3. Ran apt-get upgrade and continued the zoneminder install then got the
these new errors.
Stopping ZoneMinder: DBD::mysql::st execute failed: Column 'Line' cannot be
null at /usr/share/perl5/ZoneMinder/Logger.pm line 609.

ERROR 1050 (42S01) at line 10: Table 'Logs' already exists
4. Deleted the "Logs" table I made then ran apt-get upgrade again --
everything worked this time.

Hope this helps anyone having this problem.
