Thanks for taking the time to report this bug in Ubuntu.
I think that this was probably a transient issue but it might be
possible to handle this better in the package maintainer scripts.
Please could you check to see if '/var/lib/jenkins/queue.xml' exists now
- I think that tomcat probably starts up and then the jenkins
application removes/recreates that file whilst the maintainer script is
changing permissions.
You should be able to complete you install by running:
sudo apt-get -f install
