Thanks for your bug report.
Could you try to listen to the notification bus with e.g. dbus-monitor, to
check whether two messages are sent ("don't disconnect", then "safe to remove")
or only one?
It might be possible that xfce4-notifyd receives these two messages in a row
and ignores the second one (bug?), or that indeed xfdesktop never sends the
second message.
