Binary package hint: oregano
If a user selects the label tool, but does not place a label (which
would return the user to the selection tool), then immediately selects
the lines tool, the lines tool will fail to work.

Steps to reproduce
* Start Oregano
* Select label tool
* Select line tool
* Try to place a line
Expected results
* Oregano opens
* Label tool is highlighted - cursor changes
* Line tool is highlighted - cursor changes
* Line rubber banding starts and line can be placed
Actual Results
* Oregano opens
* Label tool is highlighted - cursor changes
* Line tool is highlighted - cursor changes
* Line rubber banding cannot be started, and the line not placed until the
label tool is again selected, and a label actually placed.
