Retitling. Apport does not need whoopsie, so depending on it is wrong.
But it should not pretend to send crash reports if whoopsie is not
installed. In a way this is a duplicate of bug 957177, because it's one
consequence of bolting on whoopsie support at the side instead of
supporting it properly.
