I am currently checking whether a trailing slash in $HOME should even be
valid. From what I'm seeing, it isn't / shouldn't be, as such a trailing
slash does change the behaviour of more programs than texlive.

I see this more as a bug against whatever you used to get a trailing slash in 
$HOME rather than a bug against texlive.
Did a graphical program or the installer give you a $HOME with trailing slash, 
or was it a typo in a system application? If it was the former, then I will 
check it out for you and file a bug and / or change request against that 
particular tool.
