Public bug reported:

The changelog from the update to 1.8.3p1-1ubuntu3.2 is missing from the
changelog server.  The following URLs 404 for me:

If users are to be informed of what they are updating instead of just
blindly accepting updates they need to be published so that the update
tool can report them.
